Why am I Getting Insight Notifications for to Approve Resource Plans Even Though I am not a Resource Manager?

Users who have Manager or Owner permissions will get Insights for all resources who are committed to plans for the entire OnePlan environment.

This will happen even if the user is not assigned as the resources' manager. In this case, there will be nothing to approve, but the user with Manager or Owner permissions will still receive this Insight notification.
