Why are embedded Power BI reports not loading in OnePlan?

A recent issue was discovered where embedded Power BI reports would not load in OnePlan for users using the Google Chrome browser. 

To get these embedded reports to load properly when using Google Chrome, users need to add &embedImagePlaceholder=true to the end of the embed url from Power BI when adding a report to a dashboard in OnePlan.
