Direct Answer: How to Set Resource Managers in OnePlan

To set Resource Managers in OnePlan, go to Resource Center > … menu > Configure, then open the Resource Managers section. Select a MethodNo Resource Managers, Business Unit, Calendar, Expense Type, Manager, Non-Labor Cost, Non-Labor Type, Resource Type, Role, or Timesheet Manager. For every method except Manager and Timesheet Manager, designate a manager (and optional delegates) for each value of that field. Resource Managers determine who reviews and approves resource plan commitments when the Resource Negotiations feature is enabled, and also control what resources a user can see elsewhere in OnePlan.

What This Article Covers: Resource Managers

This article explains how to configure Resource Managers in OnePlan, including the available methods for determining who a resource’s manager is, and how to designate managers and delegates for the field-based methods (Business Unit, Calendar, Expense Type, Non-Labor Cost, Non-Labor Type, Resource Type, and Role).

What you will accomplish: By the end of this article, you will be able to select a Resource Manager method and, where applicable, designate the managers and delegates responsible for reviewing resource plan commitments.

Before You Begin: Resource Managers

  • Confirm you have Owner or Administrator permissions in OnePlan — this is required to access Configure from the Resource Center.
  • Confirm whether the Resource Negotiations feature is enabled in your environment — Resource Managers are used to review and approve resource plan commitments only when Negotiations are enabled.
  • If you plan to use a field-based method (Business Unit, Calendar, Expense Type, Non-Labor Cost, Non-Labor Type, Resource Type, or Role), confirm the values for that field are configured the way you want on the Fields admin page (or the Calendars admin page, for Calendar), since the method’s table is built from those configured values.
  • If you plan to use the Timesheet Manager method, confirm the Timesheets App has been added to your environment, since this method only shows when that app is present.

Why This Matters: Resource Managers

What a Resource Manager is in OnePlan

A Resource Manager in OnePlan is a designated user responsible for a specific set of resources — assigned by Business Unit, Calendar, Expense Type, Manager, Non-Labor Cost, Non-Labor Type, Resource Type, Role, or Timesheet Manager, depending on the method configured on this page. Resource Managers serve two distinct purposes: when the Resource Negotiations feature is enabled, they review and approve resource plan commitments for the resources assigned to them; independent of Negotiations, being set as a Resource Manager also changes what a user sees when browsing resources elsewhere in OnePlan, through the pre-filter described below. Resource Managers are off by default — until a method other than No Resource Managers is selected here, no user has this designation.

Approving resource plan commitments

When Resource Negotiations are enabled, Resource Managers are the users responsible for reviewing and approving resource plan commitments for the resources assigned to them. See How Does a Resource Manager Review Resource Plans? for the reviewer’s side of this workflow. If Negotiations are disabled, the No Resource Managers method should be selected.

A server-side pre-filter for the Resource Plan and Resource Center

Setting Resource Managers also creates a server-side pre-filter that controls which resources load into the Resource Plan area and the Resource Center, on top of a user’s normal permissions. This pre-filter behaves differently depending on the user’s Enterprise Security Group permission level:

  • Owners and Managers can already view every resource in their OnePlan group. For them, the Resource Manager pre-filter doesn’t restrict what they can see — instead, it adds a filter option (matching the configured method) they can use to narrow the resource list. For example, an Owner or Manager set as the Resource Manager for a Business Unit sees a Business Unit filter in the Resource Plan area.
  • Contributors normally cannot see resources outside their own assignments. Being designated a Resource Manager is what gives a Contributor visibility into a specific slice of resources — the ones matching their assigned value for the configured method (a Business Unit, Role, Manager, or other field value) — in both the Resource Plan area and the Resource Center. A Contributor set as the Resource Manager for the IT business unit, for example, can see every resource in that business unit in both areas, but no resources outside it.

See How the Resource Manager Pre-filter Works for the full behavior, including screenshots of the resulting filters.

The “My Resources” filter in the Candidates List

The Candidates List does not load any resources by default, so that users with access to every resource in the system don’t wait on a large, unfiltered grid to load. Once Resource Managers are configured, a My Resources button appears in the Candidates List; clicking it loads only the resources the logged-in user manages, based on the method configured here.

The Resource Managers configuration used to live in the Admin area. As of the August 26 release, it moved to Resource Center > … menu > Configure. Existing Resource Manager settings and behavior are unchanged — only where you go to configure them has changed.

Step-by-Step: Setting Resource Managers in OnePlan

Task: Select a Resource Manager Method

  1. Go to the Resource Center.
  2. Click the menu, then select Configure. Open Users Settings.png
  3. Open the Resource Managers section.
  4. Select a Method:
    • No Resource Managers — Select this if Resource Negotiations are disabled.

    • Business Unit — The resource manager is designated per Business Unit (see the next task). This method was previously labeled Department.

    • Calendar — The resource manager is designated per Calendar (see the next task).

    • Expense Type — The resource manager is designated per Expense Type (see the next task).

    • Manager — The resource manager is the value in the Manager field on each resource’s Add/Edit Resource form.

    • Non-Labor Cost — The resource manager is designated per Non-Labor Cost category (see the next task).

    • Non-Labor Type — The resource manager is designated per Non-Labor Type category (see the next task).

    • Resource Type — The resource manager is designated per Resource Type (Work, Material, or Cost) (see the next task).

    • Role — The resource manager is designated per Role (see the next task).

    • Timesheet Manager — The resource manager is the value in the Timesheet Manager field on each resource’s Add/Edit Resource form. This option only shows if the Timesheets App has been added.

If you select Manager or Timesheet Manager as the method, the resource manager comes directly from the field values already set on each resource’s form. For every other method (Business Unit, Calendar, Expense Type, Non-Labor Cost, Non-Labor Type, Resource Type, or Role), complete the following tasks to designate managers and delegates.

Task: Designate the Manager (Field-Based Methods)

With a field-based method selected (Business Unit, Calendar, Expense Type, Non-Labor Cost, Non-Labor Type, Resource Type, or Role), a table of the configured values for that field displays.

Designate one manager for each value in the table.

Task: Designate Delegates (Field-Based Methods)

Designate the delegates (multiple are allowed) for each value in the table.

Delegates must be configured and updated by an admin in this Resource Managers section. A designated manager cannot add, remove, or otherwise change their own delegates.

Frequently Asked Questions: Resource Managers

Q: Where do I configure Resource Managers now?

A: In OnePlan, go to Resource Center > … menu > Configure and expand the Resource Managers section. As of the August 26 release, this moved from the Admin area to this front-end access point, though the settings themselves are unchanged.

Q: What method should I choose if Resource Negotiations are disabled?

A: In OnePlan, select No Resource Managers as the method if the Resource Negotiations feature is disabled in your environment.

Q: What happens when I select Manager or Timesheet Manager as the method?

A: In OnePlan, the resource manager is pulled directly from the Manager or Timesheet Manager field already set on each resource’s Add/Edit Resource form — no additional designation is required.

Q: Can more than one delegate be assigned to a value in a field-based method?

A: In OnePlan, yes. Multiple delegates are allowed for each value (for example, each Business Unit or Role). Delegates must be configured and updated by an admin in this same Resource Managers section — the designated manager cannot add, remove, or otherwise change their own delegates.

Q: What happened to the Department method?

A: In OnePlan, the method previously labeled Department has been renamed to Business Unit. It works the same way — one manager and optional delegates are designated per value.

Q: What can a Contributor see once they’re set as a Resource Manager?

A: In OnePlan, a Contributor who is designated a Resource Manager can see the resources matching their assigned value for the configured method — in the Resource Plan area and the Resource Center — but no resources outside that assignment. Without the Resource Manager designation, a Contributor cannot see other resources at all.

Q: Does setting Resource Managers change what an Owner or Manager can see?

A: In OnePlan, no. Owners and Managers can already view every resource in their OnePlan group. Setting Resource Managers gives them an additional filter — matching the configured method — to narrow that list in the Resource Plan area, rather than restricting what they can see.

Q: What does the My Resources button in the Candidates List do?

A: In OnePlan, once Resource Managers are configured, clicking My Resources in the Candidates List loads only the resources the logged-in user manages, instead of the full candidate list. This keeps the grid fast to load for users who otherwise have permission to see every resource in the system.
